What Is a Substance Abuse Professional (SAP)?
A Substance Abuse Professional (SAP) is a licensed clinician certified to evaluate employees who have violated DOT drug and alcohol regulations. The SAP plays a critical role in the return-to-duty process — providing a clinical assessment, recommending education or treatment, and determining when an employee is ready to return to safety-sensitive duties.

The Return-to-Duty Process
Initial SAP Evaluation
A face-to-face clinical assessment to evaluate the nature and extent of the employee's substance use disorder and determine appropriate education or treatment.
Education or Treatment
The SAP recommends a specific course of education or treatment. The employee must comply with these recommendations before being considered for return to duty.
Follow-Up Evaluation
After completing the recommended program, the employee returns for a follow-up SAP evaluation to determine if they have successfully complied and are ready to return.
Return-to-Duty Testing
A negative return-to-duty drug and/or alcohol test is required before the employee can resume safety-sensitive functions.
Follow-Up Testing Plan
The SAP prescribes a follow-up testing schedule of at least 6 tests in the first 12 months following return to duty, with the employer managing ongoing compliance.
